Felimon Gayanilo is an Information Systems Architect and Enterprise IT professional engaged in a variety of projects at the Harte Research Institute. With over thirty years of experience in designing, developing, and deploying information systems across local, national, and international contexts, he joined the Harte Research Institute, Texas A&M University-Corpus Christi in 2012.

Mr. Gayanilo serves as the Information Systems Architect for various scientific data portals in the Gulf of America. He spearheaded the design and development of both the GRIIDC and the data portal for the Gulf of America Coastal Ocean Observing System (GCOOS) Regional Association of NOAA. Additionally, Mr. Gayanilo holds the positions of Data Management and Communications Coordinator and Co-Data Manager for GCOOS. GCOOS is recognized as a NOAA Regional Information Coordinating Entity and is integrated into the national backbone of coastal observations. Its mission is to aggregate and disseminate near-real-time oceanographic data from the region, utilizing community standards to enhance interoperability among coastal and ocean observing sensors.

Mr. Gayanilo serves as the lead principal investigator or co-principal investigator on several projects funded by the National Academies of Sciences, Engineering, and Medicine (NAS), the National Science Foundation (NSF), the National Oceanic and Atmospheric Administration (NOAA), the Texas General Land Office (TGLO), the Texas Commission on Environmental Quality (TCEQ), and the Bureau of Safety and Environmental Enforcement (BSEE). Recently, he has taken on the challenge of utilizing artificial intelligence and machine learning (AI/ML) to enhance the water quality prediction capabilities of the Beach Watch Program of TGLO and to aid in the classification of phytoplankton for TCEQ. Additionally, Mr. Gayanilo continues to serve as the Working Group Chair for Data Management within the NAS-funded Understanding Gulf Ocean Systems (UGOS) Initiative.
